Asserting negative rights violates positive rights. Asserting positive rights violates negative rights. People, heck, whole nations can and do pretend they have both, but the side that has the most cultural fuel will increasingly abridge the other side until what remains is entirely ineffective. Today, it is positive rights that increasingly obliterate negative rights. This is why free speech is under attack, for one example.
